Clean Energy Industry Offers National Energy Policy Framework to Produce Immediate Benefits

In coming weeks, the U.S. House of Representatives will have an historic opportunity to enact comprehensive, national energy legislation that could show immediate benefits in:

  • improving our energy security and independence
  • keeping energy affordable and available for consumers
  • decreasing greenhouse gas emissions, and
  • spurring economic growth and jobs creation.

An Informed, Balanced Set of Recommendations

The Business Council for Sustainable Energy (BCSE), a unique coalition of energy efficiency, natural gas, renewable energy and electric utility interests, has developed a balanced set of energy policy recommendations to help Congress meet the above goals. The BCSE plan centers on practical steps to deploy existing energy technologies, including both supply-side and demand-side energy efficiency measures, renewable energy (i.e., wind, solar, hydropower, geothermal and biomass) and other clean generation and distribution options.

Specifically, as the House considers this important energy legislation, some critical provisions deserve support:

  • A National Renewable Energy Portfolio Standard (RPS) that sets national targets for renewable energy use;
  • A National Energy Efficiency Resource Standard (EERS) that strengthens efficiency, coupled with strong appliance and building standards;
  • Clean energy tax provisions, including incentives for homes, commercial buildings and building equipment, advanced, high-efficiency appliances and combined head and power; and
  • Increased federal support for smart distributive grid technology, which enhances the reliability and economy of the country’s electric grid, and advanced plug-in and next generation batteries.

The attached BCSE paper, Smart Energy Policy: A Path to Climate Solutions, has a visual guide to BCSE’s policy recommendations, as well as more detail about each. Please note that not all BCSE members work on, or take positions on, all of the issues presented in the paper.
