Clean Energy Industries Provide Comments on Federal Climate Change Legislation (S. 2191)


Washington, DC – The Business Council for Sustainable Energy (BCSE) provided comments to the Senate Environment and Public Works Committee in advance of full committee consideration for the Lieberman-Warner Climate Security Act (S. 2191). The Council urged the Committee with recommendations on “America’s Climate Security Act,” to stimulate investment in clean energy and energy efficiency through allowance allocation policy and complimentary policy changes.

Other recommendations include:

 

  • Making renewable energy projects eligible for new entrant set-aside allowances;
  • Including a broad and consistent definition of renewable energy;
  • Designating a stream of auction proceeds to renewable energy technologies and energy efficiency projects set at a level equivalent to what is provided for fossil fuel sources;
  • Including a domestic and international offset program that is properly structured, transparent and valid;
  • Expanding the offsets programs to include a wider range of projects domestically and to include broader direct linkage with international offset programs. The Council specifically advocates lifting the restriction on the use of international offsets;
  • Promoting participation of small energy systems;
  • Recognizing and crediting businesses that have made investments in greenhouse gas emission reduction activities.
